Registration Open for Preliminary Round of International Olympiad on Financial Security
The olympiad is organised by Rosfinmonitoring in collaboration with the Ministry of Science and Higher Education, the Ministry of Education of Russia, and universities affiliated with the International Network AML/CFT Institute, including HSE University. This year, experts from HSE have contributed methodologically to the development of tasks for the invitational round. School and university students can participate by registering for the preliminary round by 30 March.
The International Olympiad on Financial Security is an intellectual competition held annually at the initiative of the Russian President, Vladimir Putin. Its main objectives include promoting financial security as a way of life, minimising the risk of young people being drawn into illegal activities, and fostering a new mindset—from personal financial security to the financial security of the state and the international community. Over its four-year history, the olympiad has already brought together more than six million participants from 36 countries.
The olympiad is designed for students in grades 8–10, focusing on financial security through subjects such as mathematics, computer science, and social studies. University students (1st–3rd year of a bachelor's degree, 1st–4th year of a specialist degree, and 1st year of a master's degree) can participate in specific fields of study:
Law
Mathematics, Applied Mathematics and Informatics, Applied Mathematics, Mathematics and Computer Science, Fundamental Informatics and Information Technologies, Computer Science and Engineering, Applied Informatics, Information Security, Business Informatics
Economics, Finance, Credit, and Economic Security
International Relations and Regional Studies
The International Financial Security Olympiad consists of several stages. The first stage is the invitational round, which allows participants to familiarise themselves with the format of the tasks, study additional materials, and prepare for the next cycle. The second stage is the preliminary round, conducted in two sessions: from March 31 to April 4 and from April 9–15. It will take place online via the Sodruzhestvo platform. Participants must register by March 30 before they can start completing tasks.

The third key stage is the qualification round, scheduled to take place from August 1 to September 3.
The final will be held from September 28 to October 3 at Siberian Federal University in Krasnoyarsk, Russia.
Winners and prize-winners of the olympiad will receive university admission advantages and internship opportunities with Rosfinmonitoring, the Bank of Russia, Promsvyazbank, the International Training and Methodology Centre for Financial Monitoring, leading financial institutions and partners. High-achieving school students will gain admission to HSE bachelor’s or specialist programmes without entrance exams or receive 100 points on entrance exams. This applies to the ‘Information Security,’ ‘Cyber Security,’ and ‘Jurisprudence: Digital Lawyer’ programmes at HSE University-Moscow, as well as relevant courses in Nizhny Novgorod and Perm.

‘We invite students not only to test themselves in the olympiad but also to explore financial security issues more deeply. In 2025, we are launching a minor in ‘Financial Security and Cyber Investigations’ (in Russian). This will provide essential knowledge and key legal, financial, and digital competencies. Upon completion, students will receive an official document confirming additional qualifications, opening up new career opportunities in this field,’ said Alexander Chepovskiy, Director of the Prospective Students Office.
The micro-qualification from this minor—Specialist (Expert) in Financial and Information Security—will be valuable for careers in corporate sectors, government bodies, budgetary organisations, and non-profits.
The campaign for selecting minors will take place soon: the first wave on March 20 and 21, and the second on March 25.
